Josh Rose knows how to win an employment case. He has broad experience with federal employee rights, EEO claims and litigation in administrative fora like the Merit Systems Protection Board (MSPB) and EEOC Federal Sector. He spent a decade representing a federal agency in MSPB and EEOC litigation, so he knows how agency lawyers think. Before that, he ran a plaintiff side private firm where he represented thousands of federal, state, local government and private sector employees in individual and class action litigation nationwide. He has represented the National Association for the Advancement of Colored People (NAACP) in several dozen cases and has conducted complex litigation under a variety of consumer protection and environmental laws.

Josh will give you good advice. He can help you craft a defense to agency disciplinary charges. He can help you appeal to the MSPB. He can help you develop an EEO case in the federal sector process and can help you win an appeal to an EEOC judge.

Josh can also help with private sector sexual harassment, reasonable accommodation, wrongful discharge and similar civil rights cases in Maryland and Washington, DC. Josh maintains an active docket in the federal district courts for the District of Columbia and the District of Maryland and has appeared in federal courts in fifteen states.

Harshitha R. Holmes

Harshitha Holmes represents federal employees in MSPB proceedings, disciplinary matters, and EEO complaints. She came to the practice through the defining federal employment fight of this era: representing federal workers separated in mass reductions in force, where she drafted MSPB motions, helped prepare a federal district court complaint asserting due process, Civil Service Reform Act, and Privacy Act claims, and briefed the irreparable harm that sudden separation inflicts on federal careers. She also litigates employment discrimination cases in federal and state court, including Title VII and disability claims following EEOC proceedings, along with consumer protection matters in D.C. and Maryland.

Before law school, Harshitha spent six years building and implementing HR, payroll, and benefits systems for employers across the country, so she reads a personnel file, a pay record, and an agency’s own systems with a practitioner’s eye. She served as a judicial extern at the U.S. Court of Appeals for the Federal Circuit, the court that hears appeals from the MSPB, and earned her J.D. from The George Washington University Law School and her B.S. from Stanford University.
